This article analyzes the Biden Administration’s healthcare priorities, contrasts them with those of the Trump Administration, discusses how Presidential administrations determine whether to continue policies, and examines the proper procedures for continuing previous administration policies. This article will then examine whether the Initiative will have a place in the Biden Administration’s healthcare policy. Part II considers Biden’s overall approach to healthcare. Part III discusses what the Trump Administration’s healthcare policy accomplished. Part IV dissects the Initiative and begins a discussion regarding its effectiveness. Part V explores an administration’s decision-making process regarding retention or rejection of a previous administration’s policies and details the procedural steps an administration must take to continue a policy. Part VI concludes with an argument that the Biden Administration should continue the Initiative because kidney disease is a major health concern and the Initiative has been successful in combatting it

Planetary rover technology development requirements

Planetary surface (including lunar) mobility and sampling capability is required to support proposed future National Aeronautics and Space Administration (NASA) solar system exploration missions. The NASA Office of Aeronautics and Space Technology (OAST) is addressing some of these technology needs in its base research and development program, the Civil Space Technology Initiative (CSTI) and a new technology initiative entitled Pathfinder. The Pathfinder Planetary Rover (PPR) and Sample Acquisition, Analysis and Preservation (SAAP) programs will develop and validate the technologies needed to enable both robotic and piloted rovers on various planetary surfaces. Small Business Economics of the Lakota Fund on the Native American Indian Reservation

Poverty rates on Native American Indian reservations are triple the US average. Small business incubation programs, available elsewhere in the US, are sparse on the reservations. Small businesses are potent drivers of US economic growth. Some 25.5 million entrepreneurs generate more than 50% of the GDP, are 26% of the exporters, and create 80% of the total net new job formation. The Small Business Administration (SBA), an independent agency of the federal government created in 1953, maintains and strengthens the nation's economy by aiding, counseling, assisting, and protecting the interests of small businesses and by assisting families and businesses to recover from national disasters. SBA services hardly exist on the Native American Indian Reservations (NAIRs), however. Studies have linked micro entrepreneurial activities to economic growth and poverty reduction. Our study tests the effects of the Lakota Fund (LF), a small business development initiative, on the NAIRs to determine whether SBA-like programs (loans, training, and consulting) can improve economic conditions on the NAIRs. The LF, a private micro loan and business training initiative on the Pine Ridge Reservation in South Dakota, is tested for its effectiveness in generating income. The 1980-2006 annual county-level data (Shannon Co. is 'treatment', Todd Co. is 'control') are a natural experiment; the counties are similar otherwise. Using the real per capita income (RPCI) dependent variable, and controlling for other factors, our regression results indicate that the LF initiative and its duration (intensity) raised RPCI significantly − suggesting the success of a privately funded small business incubation initiative targeted at isolated impoverished groups within the highly developed US economy. Implementation of Diversity Management Programs in Public Organizations: Lessons from Policy Implementation Research

The U.S. workforce is becoming more diverse, particularly in the public sector. As a result, a number of public-sector employers have initiated diversity management programs aimed to assist different types of employees in their needs at work. While much of the public administration literature has focused on these programs and what makes them work, it has largely ignored a cognate area of study that has much to say about the success of such programs: the policy implementation literature. This paper uses policy implementation research to develop five guidelines for public managers who wish to develop a successful diversity management initiative. Working Paper 06-1

An Interprofessional Education Opportunity for Future Health Care Leaders

Increasing emphasis on interprofessional collaborative practice to improve health care delivery quality and safety led nursing faculty in a small liberal arts university to explore a unique educational initiative with School of Business Administration faculty. While developing a master of science in nursing administration option, the opportunity to create a collaborative undergraduate health care administration concentration with the School of Business Administration developed. Common competencies and potential shared courses were identified. After launching the initiative, faculty from both schools collaborated to evaluate outcomes. Student response has been overwhelmingly positive. The ability to examine health care issues from both business and clinical perspectives broadened the views of students in both majors. Challenges encountered and lessons learned that strengthened the intercollaborative project are identified. Evaluating and strengthening the partnership using the Interprofessional Education Collaborative Expert Panel guidelines is discussed. Preliminary results of a statewide survey mailed in late September lo all Nebraska municipalities indicate that if Initiative Petition #405 were to pass, most municipalities would need to reduce services and employees. More than 50 percent of the communities responding had increased their 1990-91 budgets by at least 5 percent for police, fire, parks and recreation, public works and general administration. Dr. B. J. Reed, Chairman of UNO\u27s Public Administration Department, points out that the survey also indicates a number of cities, and especially small villages, are not prepared to deal with the consequences if Initiative #405 were to pass
